Ensure you create a bleed area! If any element on your document layout makes contact with the document border you will have to use bleed. The trick is to place the element so that it goes over border where the document will be cropped after printing.
The term bleed is used for all objects overlapping the border of your document. Let's say your working on a brochure with images against the sides of your pages. You'll supply the printer with a document somewhat larger then the final document will be.
After the artwork is printed it will be trimmed to it's correct size. The bleed in your document gives the cropping some room for error. The paper itself can expand or contract, the trimming machine could setup wrong or the person working on the printed parts could make a mistake. There are a lot of factors that could go wrong with the cropping, if you wouldn't be using bleed the images wouldn't be neatly aligned with the side of your printed document.
Stretch your design to the edge of canvas to bleed over the coloured area. Do not cut a hole in the middle of your CD design, or put any circles in to indicate the edge or hub of the CD. The resolution should be at least 300dpi.
Make sure you turn off the mask and any guides that are present if you are flattening the image to a TIFF, JPEG etc.
If you are unsure that you have done everything correctly, whether for the CD on-body design or any of the paper parts (booklets, inserts etc), send us a Photoshop file or a PDF with all the layers intact; we can then tweak it easily if needs be (if the artwork is flattened into a JPEG, TIFF, BMP etc, it makes it very difficult for us to alter anything).
